Yes, Phoebe can hear all your scoffing from more northerly places, so she's showing you that there is indeed snow on the pavement which could produce hazardous driving conditions.
To be fair, the snow actually did stick around until what would have been the end of the school day. I think there might have even been enough for a snow ball fight. And I do mean snow ball. . .singular. . .as in just one snow ball. But you won't hear me complain. We'll take a bonus day with Daddy any way we get it!
